Ideologically, the Ring of Scale is a much more aggressive faction which actively seeks to subjugate and destroy the mortal races and other enemies of dragons. In contrast, the Claws of Veeshan are merely intolerant of non-dragons and seek to reclude themselves and worship Veeshan from their cities and temples on Velious.
