Spawn chance says 3% but is this right? Most named in the zone have around 25-33% chance so I don't see why that guy in particular would be so rare. Went in expecting nothing and got him on third spawn, which means nothing but it is the second reason why I doubt he's a real 3%. If anyone gets more data please modify accordingly if necessary.

Spawn chance said 3% but I find it hard to this guy is more rare than raster. Removed it until someone can put something more accurate. Personally got him on 3rd pop but this is not statistically significant enough to hazard a guess.
