Originally had a 20 second cast time and could be used an unlimited number of times during Kunark era.
Nerfed to a 30 second cast at the start of Velious and then nerfed again a couple months later so that it can only be used once every 7.5 minutes on a target, with an unremovable status effect being placed on the target for 7.5 minutes that gives them 1HP regen per tick. This is currently in effect on the P99 servers.
