Despite being in Icewell Keep and surrounded by Dain Frostreaver faction mobs, Royal Armorer Slade is on Coldain faction. I can only assume Kindly is required for the turn in, just like the base level Thurgadin faction quests. The standard method for checking if you have sufficient faction is to go through the text triggers and see if the NPC responds to the one just before the turn in; in this case, that phrase is "What services?"

You say, 'What services?'

: Royal Armorer Slade says 'If'n ye've had the fortune to earn any of the plate helms that are made by my people in the city then I can use my skills to custom fit and detail it for a ______ of yer like. I can do this fer the [[Dark Runed Crown]], the [[Runed Protector's Helm]], the [[Resonant Helm]], the [[Crown of Forbidden Rites]], [[Crown of the Kromzek Kings]], [[Frostreaver's Velium Crown]], [[Cowl of Mortality]], and the [[Champions Crown]]. Simply hand me one of these and I'll do the work for you.'

The result is a "Custom" helmet with the same stats but different look under pre-Luclin models.
