This is the [[Taskmaster Earring]] quest. The [[Brass Earring]] (incorrectly called bronze in the dialogue) can be given to  various slaves around Crushbone to free them and receive a small quest to inform their loved ones of their whereabouts. You can instead give it to [[a dwarven smith]] to get the preliminary dialogue for the Screaming Mace Quest.
