He spawns just about anywhere in the froglok city. I have killed a few of them so far, some in houses, some outside. All random locations throughout the city. Just clear and wait for respawns.

My Experience
My experience was much different. I only found that the froglok repairer spawned in the 2 locations that were listed. I camped for the Froglok Treated Planks over 3 days killing roughly 40 froglok repairers before one dropped.
