I camped this guy for a few days recently, hoping for the slippers. I saw him about a dozen times and he commonly dropped the weapons and never the slippers, so I'd guess they are his rare drop. I later camped the queen's room and saw the crystal purifier twice and he dropped the slippers both times, leading me to think they are his common drop.
