Still not completely sure, but anecdotally, if I proc feverblade on lower level mobs, they seem to regenerate faster. i.e. A Ry`Gorr miners in crystal caverns will regen for 2% per tick after proc, which corresponds to 22/1131=~0.02. before proccing, they often show no regen, or occasionally 1% on some ticks.
