Grants your target quickened movement, increasing their attack speed for 18.4 mins @L58 to 20.5 mins @L65.
Though Wonderous Rapidity is a higher percentage haste, Visions of Grandeur or Speed of the Shissar are generally preferred for their other stats, especially considering the haste cap is 100% for level 60s and many raiding characters have 36% worn haste or higher.
