On Project 1999, in order to accomodate the server's "top-heavy" (ie. raider-heavy) nature, the staff has implemented a set of "races" for various raid targets. Guilds wishing to kill these targets must wait at the specified race line until the mob spawns (and possibly further conditions, such as for a random roll to reach a certain number).

Full details can be found in the Project 1999 Raid Rules FAQ (on the game's forum).
