This is definitely not true; my level 22 druid has 65 tracking. However, this seems to be the limit at 22. It has been going up by 5 per level, but it seems to have started with a cap of 55 at level 20, and gone up by 5 since then. I removed this because it doesn't seem to be true any more:

I currently have at least a hundred mobs on track, as a druid. September '18
