The effect (Dance of the Blade) is a full party buff that adds 55% haste, 30 Strength, and 30 attack. It lasts for 2 minutes 30 seconds and has a range of about 150 feet. The 1.8 all-instrument (including singing) modification will only apply if the weapon is equipped in the primary item slot [1] until October 2001 in the timeline:

As of the patch that introduced Target Group Buff (TGB), make sure to turn off TGB (/tgb off) or the effect will not land on you and your group.

With the Singing Short Sword and an Instrument equipped, it will take the higher of the two into account for song mods. It does not combine their power.

The Singing Short Sword does not modify mana regeneration with any song or discipline. This includes the Puretone discipline as well as any mana regeneration song (e.g. Cassindra's Chorus of Clarity, aka "mana pump"). See here for more information.
