The exact nature of the resist system is one of the unsolved mysteries of p99, but it's safe to conclude that the original EQ devs had decided that "Fire (-200)" was the equivalent to "Lure(6)", which was the designation that Ro's Fiery Sundering had originally had when it was first released, just as "Fire (-300)" was the equivalent to "Lure(5)" for Lure of Flame.
