I camped this guy for a few days recently, hoping for the slippers. I saw him about a dozen times and he commonly dropped the weapons and never the slippers, so I'd guess they are his rare drop. Drop rate
Killed him about 7 times and he dropped 5x blades, 1x sword and 1x 2hander. Changed the blade drop rate to common (was ultra rare).
