As known he is a drunk Shaman, wondering in North Freeport sewers close to NW wall. Go over the bridge to office of Landholers and jump into the water.

Walk inside the sewers and you will see a hole in the left wall. Give him a Tiny gem and he will thank you. Follow him after a while when he starts to walk. Tell him: 'you can buy booze'. That makes him to show you to Jade Tiger Den house inside North Freeport Market. He leads you to third floor and introduce you to a greater spirit.
