Spawns in the Throne Room, between 17 and 18 on wiki map. He spawns on the left side (when sitting on the throne and facing the room). He is an uncommon spawn, so unless you are lucky you can expect to have to clear several placeholders before he appears.
To find him, travel a short distance from the entrance and go through the hole with a single goblin (or take the longerish way around, on the left, with that swinging axe trap). Go through that mini room before dropping down. Go through the door, then through the large gate, then through the door on the right. Go straight up two flights of stairs, and all the way straight, through a false wall.
