This quest seems to be broken. I grinded out ally to Knights of Thunder and still got no prompt from Runethar for being a follower of Karana. I got a prompt for saying the second line, I wish to serve Lord Bayle. But then he broke again and gave me nothing for following his prompt to retrieve the Bayle list, not even a message saying that my faction was too low. This quest seems to be broken. I grinded out ally to Knights of Thunder and still got no prompt from Runethar for being a follower of Karana. I got a prompt for saying the second line, I wish to serve Lord Bayle. But then he broke again and gave me nothing for following his prompt to retrieve the Bayle list, not even a message saying that my faction was too low. He simply didn't respond.
This quest isn't broken on Green. I didn't have max faction - and did the turn ins on faith and it worked. This was Jan 2020.
