Description
He is on the south wall inside a Tent in the highly crowded Tier'Dal Dark Elf camp (15 on the Map) close to a Wood Elf camp (9) and Orc Camp (10) on the way to MM.
One hour respawn timer. Difficult fight for his level--otherwise known as an 'Undercon'. Because as a Quest NPC he has pretty high MR and about 3x the normal HP for a creature of the same level. But very useful for a significant boost to a difficult faction to improve The Dead compared to alternatives.
