Race doesn't really matter unless you want to wear Robe of the Azure Sky someday. This robe has worse stats than Chestplate of Vindication, but some people prefer it for fashion.
Religion also doesn't matter unless you want a set of colorful plate armor like Imbued Field Breastplate (Erollisi Marr).
Don't waste money on a good "Wind" instrument. The modifier affects nothing.
Choose a proc weapon for your off-hand.
This build has no See Invis item. Some options include the following.
- Qeynos Badge of Honor (Worn See Invis)
- Bracer of the Hidden (Casted See Invis)
