Upon turning in "Ergrez Shortpaw works with the fur for awhile by skinning it and sewing it."

No Faction Hits

The skin is a random drop from various snow cougars, including named, in the Eastern Wastes and Iceclad Ocean.
Cutting Shells are a ground spawn in the water in Cobalt Scar.
