EDIT: An hour in I saw him spawn on the side. Not the throne itself. I killed the side PH's a few times, as well as some champions and such in the adjacent rooms. I came back to the throne room and saw him there on the left. I'm not sure if he can in fact spawn in the middle, but he was on the left for me. He dropped his ring and a bat wing, wewt.
