Freeport Kill Reports
A kill report (at least 50? kills with a character exactly two levels higher) is needed for one mob from each level:
Matching Kill Reports
At least one mob from a matching zone (ie. a zone with a mob of the same fixed level as a fixed-level Freeport mob) from every other zone needs a kill report. Only one report per zone is needed (eg. Qeynos's could come from a level 1 "A rodent" or any one of the many level 5 mobs).
NOTE: There will often be many matches: to save time, this page may only include the lowest level I could find for each zone (or sometimes a slightly higher level, if it seems the lowest level will be difficult to find/kill repeatedly). For instance, Qeynos has many matching mobs, but this page only mentions the level 1 matches.
However, kill reports can come from matches of any level; the (lowest-level) matches on this page just provide a starting point for each zone. If killing a higher-level match is convenient, go for it!
