I did som testing on my woodelf ranger.
2 axes gave at...
Lvl 9 4% xp... Lvl 13 2% xp... Lvl 15 1.25% xp
To bad i was lacking axes for the levels between, the have a odd droprate id say.

The odd droprate is due to that its only Pawns and Hatchetman that drop "orc hatchets".
So to farm this ones is to look for pawns that have a axe in the hand then you will have 100% droprate.
