Kelkim Menkia says 'The strings were from a huge onyx drake.' A named onyx drake in the Rathe Mountains.
Spawns at -1700,-15 (see image below) then paths to the hill giant area. To get him to spawn, kill all the non giants in the HG area then go back to the loc and wait ~6 minutes for respawn.
After clearing out all non-HG, non-drake mobs several times could not get him to spawn. Used Highsun to gate all non-HG, non-drake mobs back and none were PH. Decided to try Drakes, found his PH, and so far every single pop has been a drake. So to find Blackwing start by killingcasting highsun on all drakes in HG area. PH also has a chance to spawn Shardwing
