A good spot to find them is on the merchants in the karanas... people exp / solo on the wisps out there and i was able to find 60 lightstones on just one npc for exampe.. ( a day after a server down). Hope that helps all you faction builders out there. I went from scowling ready to attack on my dwarf (brell serilis only ever killed one neriak guard) to amiably... so it is significant faction hits.. I was expecting to need thousands to even move from scowling.
