Talked to a guy who said he's never seen this NPC spawn despite weeks of clearing for faction. Additionally, location info seems to be conflicting with that of other sites, and there do not appear to be any mobs in the area that are on the ~10 min respawn timer other sites claim he is on. This wiki has him at (-102, -52), whereas others have him at (-52, -102). I would consider this a bogus NPC for P99, but need to know if anyone has actually seen him.
