Some patch notes from September 1999 created confusion about whether hate came first:
"- Alter Plane: Hate and Alter Plane: Sky have been changed into higher level spells."
While Temple of Sol Ro was introduced in the October 1999 Patch:

- A new zone, The Temple of Solusek Ro, is now available via the optional patch.
However, it seems that the alter plane hate spell was in game for some reason prior to the zone. The release of hate along with Halloween in 1999 is corroborated by user posts from the time period, and explicitly stated in a 3 November patch note which is absent from many archives but apparently legitimate nonetheless.
