I found a brownie outcast at loc 1458 2908, near the Pixie Tower.
PH appears to be a pixie prankster on that gives fairy and pixie faction hits.
I guess this means you need someone else to clear the PHers for you otherwise you might struggle with parts of the Raincaller quest.

If enough of us record how many drops it takes to get all 6 arrows then we might be able to establish if one is rarer than the rest.
