Find Diggins in Kaladim Rogue guild mines (just outside the bank theres a ramp going down and he stops at the bottom).

You say, 'Hail Diggins

Diggins says, 'How is life treating you bud? What are you doing around the mines? Either you are a [member of 628] or you are lost. If you are lost, I can't help you. I ain't no guide.'

You say, 'I am a member of 628'

(This may require doing the preceeding quest Runnyeye Warbeads (Kaladim Rogue) )

Three are in Butcherblock, and the last (Rondo Dunfire) is found in the slave mines in Crushbone.

Return all 4 tongues for your Parrying Pick 628 (a dwarf rogue only item). You will then be able to get the quest for the miner's pick.
