Apprehensive is not enough faction for this quest. Loc is to the left after the slippery bridge to the Tormax spawn point and he has a placeholder called a kromzek general(or something else close) also on Tormax faction.

Hailing him before you have the faction will give the message you have not proven loyal to their ideals.
