I've noticed that when nearing a level, (90%+) you will often be placed exactly at 0% when you level. This happened to me twice at level 6 and 8 on a Ranger tonight. After noticing it, I turned in 2 at a time while nearing my level up and ended up at 6% into level 9.

Is this intended?
