Vilnius' placeholder is a brigand. The brigand, as well as all the bandits, are on the KaranaBandits faction, but Vilnius is indifferent to all.

However, Vilnius is not there all the time; he has a placeholder (the aforementioned brigand) who despawns at 7pm game time (the very verge of 8pm, before the clock ticks over) each day. Once the brigand despawns, Vilnius will spawn very shortly after and will despawn at 5am game time. If the brigand is up, don't kill it, just wait until it despawns. If you do kill him, Vilnius won't spawn, and you'll have to wait until the brigand spawns again. This time, LET the birgand despawn, and then Vilnius will spawn a little later.
