REF the (KNOWN) timeline, moving this comment here as it is discussion material:

Take with grain of salt below: Sol Ro released 1 month before Plane of Hate in 1999, not sure why this is labeled (KNOWN) when it's totally backwards

and then, while we're at it, note that the official EQ patch notes for 13 September 1999 indicated updates to the spells Alter plane Hate and alter plane Sky, strongly suggesting the content had already been live prior to this date:

"- Alter Plane: Hate and Alter Plane: Sky have been changed into higher level spells."

While Temple of Sol Ro was introduced in the October 1999 Patch:
