Classic Faction 1.0 vs. Velious Faction 2.0

There is a lot of confusion about current faction on P99 Blue. This needs fixing, and probably two sections split-out: Classic Faction & Velious Era Faction. See https://www.project1999.org/forums/showthread.php?p=934050 for more info.
