This is a simple, if costly, way to raise beta neutral faction. Simply purchase the Rune of Fortune from mirzna for 50 gp, and you will get a faction boost.
This is a step of the Incandescent Mask quest.
A cheaper way to raise Beta Neutral faction is to give Tarn Visilin a Bloodstone, which can be purchased just a few steps away from Merchant Edina for 5-7 gold.
