Be warned that this quest can really mess with your faction with the deep pockets.
Visit the Captain B standing out on a balcony in Highhold Keep. Hail him and answer his questions.
You say, 'Hail, Captain Boshinko'
Captain Boshinko says 'Greetings, stranger! Are you the [bounty hunter I requested]?'
You say, 'I am the bounty hunter you requested'
Captain Boshinko says 'It is about time. I have been waiting for you for ages! Your [reputation] precedes you.'
You say, 'What reputation?'
Captain Boshinko says 'You humor me, Slaythe! I would have guessed someone like yourself would have little time for humor. Nevertheless, would you [like to hear about the job] I have for you?'
You say, 'I would like to hear about the job'
If too low faction: Captain Boshinko says 'Your name is as respected as the name of the Karana bandits. Leave my presence while you still have legs to run with.'

It seems a petty rogue escaped the dungeon in Highhold Keep but left behind crucial evidence. The rogue's Bloody Shank was sticking out of a guards back!
The Captain gives you the Bloody Shank to take to the rogue to let the rogue know why you are there to kill him. The rogue's name is Bronin Higginsbot and he hangs around the Deeppockets in Rivervale. He may sometimes be found around the southernmost tower in Misty Thicket.
Hand him the Shank and then kill him, but be careful because a bodyguard sometimes spawns next to him when you hand him the Shank and also the guards will help him if they are nearby.
After handing him the dagger and killing him:

- Your faction standing with Circle Of Unseen Hands has gotten worse.
- Your faction standing with Coalition of Tradefolk Underground has gotten worse.
- Your faction standing with Carson McCabe has gotten worse.
- Your faction standing with Merchants of Rivervale has gotten better.
Return his head for decent money and experience, and occasionally a Scouts Blade. You will get the following faction hits:

There is also a rogue named Shayde Higginsbot on the second floor of the Fool's Gold. When you hand him the bloody shank he does not give the generic (Thank you.) response. Not sure what happens if you slay him too.
