Edited the Primary and Secondary statistics for project accuracy albeit I am still unsatisfied with ATK as we have no dev comments on it's workings. The information provided is based on in game testing and referenced against live/EQEMU. However I am unable to model what's going on under the hood. For instance I can use a character with high Offense but no Weapon Skill. However the reverse is not so easy. This presents an issue with my stated information as you might imagine. Also removed the blurbs which were after Brad's quotes which just restated what was already said. I believe this will make those sections flow better. - Caiu 02/06/2019
