Noxhil V`Sek may be found at the top of the necromancers guild (/loc 1304, -1248). You must have at least Amiable faction (with which faction?) to receive this quest.

- Noxhil V`Sek says 'Greetings, ______! We of the Dead are proud to have you among us.
