This vendor sits inside the tower on top of the island between the Seafury Cyclops and the Erolossi Sisters. (Note 5/20/20: Despite the picture here showing a non-classic model, this NPC does indeed exist on Green, and seems to be the best way to obtain Level 16 and 20 Mage pets- since Research of level 16 pets at level 16 seems to be impossible or at least improbable.)
