Josper Kenshed in the Wizard's Guild of Erudin mentions a [special matter]. Ask him about it and he will ask you to find the skeleton Ilanic and ask him [where is the scroll?].
He sent his apprentice, Ilanic, to test his new spell icecapades but only gave him half the spell. Ilanic wanders Toxxulia Forest. He says when you bring the scroll half back to him he'll give the complete spell.
Ilanic is a named skeleton that roams the Southern part of Toxxulia forest.
You say, 'Where is the scroll?'
Ilanic's Skeleton says, 'Kobold! Kobold!'
It seems a 'Kobold Caster' has taken the spell half from the skeleton. The Kobold Caster is a rare spawn and drops the spell half you're looking for. Turn in the item to Josper and receive Spell: Column of Frost, experience and faction.
