General Strategy

While in some respects Klandicar is similar to other dragons, the fact that he is rooted and sits outdoors in Western Wastes makes his encounter somewhat unique.

Debuffing

Traditional

Klandicar can be debuffed the same as any other dragon, any or raid mob for that matter, by having casters debuff when Klandicar is engaged. If the raid has time however, the tactic of TL Boxing can let them take advantage of Klandicar being rooted.

Debuffing With Translocate

With this approach, a raid can have a Shaman/Enchanter cast Malo/Tashani, and then have the raid Shaman repeatedly cast Malosini (and once it lands, do the same with slow) ... all without anyone dying and before the raid force has even engaged.

Debuffing With Call of the Hero

In theory if a guild had no Wizards but several Shaman, the similar Resetting Agro With Call of the Hero tactic could be used, but it would be more challenging and would require more coordination (the Mage would have to tell the Shaman when the CotH starts, and then the Shaman would have to start their spell so that it finishes just before the CotH lands).

Buffing

Because Klandicar has a very strong fear effect, it's important for raid members to maximize their Magic Resistance. Melee characters should also bring Bark Potions, to self-root next to Klandicar (and prevent fleeing when feared).

See also Anti-Fear Tactics.

The Fight

Generally speaking, the raid force will want to stay under Klandicar to avoid his AoE.

Pet casters might want to run in, attack with their pet, and then run (out of Klandicar's AoE range) ... but there's a good chance they'll just get feared and die as they leave Klandicar, so staying with the raid may be safer.
