She has been spotted as late as 10AM so the 'veil of night' comment may be a misnomer. After you deliver the note from Davorre Bloodthorn to Veisha Fathomwalker, she mentions that her new love is Phaeril, who apparently is the captain of the guard.
Upon handing in the note to Veisha Fathomwalker:
