This spell is currently bugged:

prior to the Nov 20th 2021 it dealt 24 damage every 6 seconds.
after the Nov 20th 2021 patch it dealt no damage at all.
The Nov 19th 2022 patch supposedly fixed it however it now deals almost double damage at around 36 damage every 6 seconds for about 396 damage (3.3 DPM).*
