Spawns if a Ry`Gorr Emissary is left alone after he spawns at the small tower outside the Ry'Gorr Fort. Despawns when the Emissary walks away so you must engage before this happens. Ry`Gorr Emissary will not agro/social if you tag Rodrick from a distance. Drops two Coldain Ring quest items, one for #6 and another for #9. Was able to land Pox of Bertoxxulous and Envenomed Bolt without issue. Couldn't land root or slow. About a 6 minute 30 second respawn on the Emissary that spawns Rodrick.
