Walkthrough
Tell Wolten Grafe in the Order of Thunder that you will [hunt the rat king]. He says "no one has truly seen him". He wants you bring him the rat king's head. He says that he can be found in the sewers.
In the aqueducts, you will find an NPC named Begger Wylin surrounded by four rats near the smugglers. Kill him and he conveniently drops his Human Head for you to take. Bring the head back to Wolten and you will get experience, some coin and a random piece of patchwork armor.
