One can be found in North Freeport, at /loc -16, 529 on the second floor of Groflah's Forge, close to the West Freeport zone line.
This is the static version of the NPC, that you need to hail and turn your note into for the first step.
After that, you'll need to go to East Freeport and wait for him to spawn at /loc -1100, -1100 in the Seafarers Roost.
