Difficult to locate named Barbarian Warrior who paths near the tower next to Permafrost and wanders towards the east side of the frozen river.
Accepts various turn ins and rewards equipment. He stops at 2607, -5063.
Observed walking this path West of the River as well on Apr 12, 2020:
