Cyclops Eyes will never drop on P99, Therefore this quest can not be completed.

Xelha Nevagon is located in the East Freeport tunnels at -168, -235
Your Location is -1409.67, 547.72, -49.54
After bringing Xelha Nevagon four spiderling silks,
Xelha will tell you to bring her a cyclops eye. Give her one.
