Description
He's the center spawn in the tower. Be prepared to camp for quite a few hours, can be rare. Mcafx (11/27/2018) > as of 2-19-2020 I can confirm he spawns on green...just haven't gotten him to drop the charred chips yet and took him down about 5 times (along with about 8 PHs).
