Description
There appear to be two versions of this mob.
One can be found in West Freeport, at /loc 415, -1639, -92 on the second floor of Groflah's Forge, close to the East Freeport zone line.
This is the static version of the NPC, that you need to hail and turn your note into for the first step.
After that, you'll need to go to East Freeport and wait for him to spawn at /loc -1100, -1100 in the Seafarers Roost.
